India Tightens Cosmetic Regulations to Boost Safety and Combat Counterfeits

In a decisive move to safeguard consumer health and restore trust in the beauty industry, the Government of India has notified the Cosmetics (Amendment) Rules, 2025, introducing stricter norms for testing, labelling, and licensing of cosmetic products.
The amendments, issued under the Drugs and Cosmetics Act, 1940, reflect a growing regulatory emphasis on traceability, transparency, and international alignment. Officials confirmed that the new rules aim to curb the rising menace of counterfeit and spurious cosmetics, which have posed serious risks to consumers and brand integrity.
Key Highlights of the 2025 Amendments
– Central Cosmetics Laboratory: A dedicated lab has been established to test products before they reach the market, acting as both a quality gatekeeper and appellate authority.
– Enhanced Labelling Norms: Definitions of “use before” and “expiry date” have been clarified to eliminate ambiguity and ensure consistent shelf-life interpretation.
– Batch-Wise Recordkeeping: Manufacturers must maintain detailed records of raw materials and finished goods for up to three years or six months beyond expiry, whichever is longer.
– Licensing Accountability: Terminology updates now place responsibility with “Controlling Authorities” rather than individual officers, reinforcing institutional oversight.
Non-Compliance Consequences
Failure to adhere to the updated rules may result in suspension or cancellation of licenses, signaling a zero-tolerance stance toward regulatory violations.
These changes follow extensive consultations with industry stakeholders and the Drugs Technical Advisory Board, underscoring India’s commitment to aligning with global best practices while protecting domestic consumers.
