What you need to know on the EU CLP updates

The latest updates to the EU Classification, Labelling, and Packaging (CLP) Regulation (EU) 2024/2865, which came into effect on October 23, 2024, introduce several important changes that cosmetics companies need to be aware of:

 In the EU, rapidly changing regulations are increasingly a focus for cosmetics companies and ingredient suppliers. Regulations that ensure consumer safety and environmental safety are deemed most important for the EU Commission. The new rules are set to enter into force from December 10, 2024, with transition periods provided to companies to ensure compliance.

New Hazard Categories: The regulation introduces new hazard categories, including Endocrine Disruptors (EDs) and Persistent, Mobile, and Toxic (PMT) substances. These substances require updated safety communication and classification.

Stricter Labelling Rules: Labels must now include clearer warnings, even for low concentrations of hazardous ingredients. Digital tools for labelling and reporting are encouraged to streamline compliance. Specific Font size, Specific Typeface , Line spacing , Black copy on white backdrop must be strictly followed.

Reclassification of Ingredients: Many raw materials used in cosmetics may be reclassified under the new criteria. Companies need to audit their formulations and update Safety Data Sheets (SDS) accordingly.

Deadlines: The regulation has specific deadlines for compliance, with some provisions applying from July 1, 2026, and others, such as detailed labelling rules, by January 1, 2027.

Digital Innovation: The regulation supports digital labelling and better alignment of data-sharing requirements to enhance consumer access to safety information.

Advertising Restrictions: Claims like “non-toxic” or “ecological” are now prohibited unless substantiated by compliance with new rules.

Cosmetics companies should audit their ingredients, update documentation, communicate changes to clients, train their teams, and consult regulatory specialists to ensure compliance.
