Regulatory Spotlight : Spain Moves Toward Inclusive Labelling

In a landmark move toward inclusive consumer experiences, Spain has introduced a Draft Royal Decree (June 2025) mandating accessible labelling across select product categories—including cosmetics. This regulation is a direct implementation of the European Accessibility Act (EAA), brought into Spanish law via Ley 11/2023, and signals a transformative shift in how brands communicate with consumers who have disabilities, especially those with visual impairments.
This means that packaging must now include key product information in formats that are readable and understandable to people with disabilities. To meet compliance, labels must incorporate one or more of the following:
– Braille
– QR codes or similar digital access systems
– Tactile marks that can be identified by touch
These formats aim to ensure that essential product details are accessible without relying solely on visual cues.
At a minimum, accessible labels must communicate:
– Product name or trade denomination
– Responsible operator’s full name and address (or producer’s address for non-food items)
– Contact details
– Nature, composition, and intended use
– Quality, quantity, category, or common name
– Production, expiration, and best-before dates
– Instructions for safe use and warnings of foreseeable risks
This comprehensive labelling approach ensures that consumers with disabilities can make informed choices and use products safely.
For beauty and personal care brands, this regulation is more than a compliance requirement—it’s an opportunity to lead with empathy, innovation, and inclusion. As the final law approaches, businesses should begin auditing packaging systems, exploring tactile and digital labelling solutions, and collaborating with accessibility experts to future-proof their product lines.
