Regulatory Updates Shake Up Cosmetics Industry in Europe and the UK

The cosmetics industry in Europe and the UK is witnessing a wave of regulatory changes, signaling a shift towards stricter safety and environmental standards. Key developments include: 

  1. UK CMR List Expansion: The addition of 64 substances, including 8 International Nomenclature Cosmetic Ingredients (INCIs), to the UK’s Carcinogenic, Mutagenic, or Reprotoxic (CMR) list.
  2. Kojic Acid Restrictions: Kojic acid has been listed in the UK’s Annex III, limiting its use to facial and hand products with a maximum concentration of 1%.
  3. Methyl Salicylate Amendments: The World Trade Organization (WTO) has notified an amendment to the UK Cosmetics Regulation, introducing restrictions on methyl salicylate use levels.

Further updates include rulings on PFAS and restrictions on PFHXA in cosmetics, reflecting growing concerns over environmental and health impacts. Additionally, a German chemical association has voiced opposition to the European Commission president’s proposal to simplify REACH (Registration, Evaluation, Authorization, and Restriction of Chemicals), emphasizing the need for robust chemical safety protocols.
